State issued. There are two different medals from the State, one for service with the National Guard and the second for Federal service. Fist up is the National Guard Service.

Second is for Federal service.

The difference between the two is minor. On the obverse of the National Guard medal the rim lettering surrounding the portrait reads 'PENNSYLVANIA NATIONAL GUARD' and has the letters PNG in the keystone, the reverse has the number 28 in the keystone (for the 28th Division).
The Federal service has the words 'PENNSYLVANIA FEDERAL SERVICE' and a star in the keystone on the obverse while the reverse has the letters US in the keystone.
